Jerry "Dang, the guy I wanted was just drafted, oh well, just draft another DLineman" Reese is indeed the GM for the Giants. One of the better ones, if success on the field is any indication.
Holmgren was originally the head honcho in Seattle, but after the 2002 season they stripped GM powers from him (and they subsequently made a superbowl, probably should have won it).
Belichick in New England has had a lot of success, this is true. However his really good defenses in the early-mid 2000s had a core of personnel drafted by Parcells; since they've all been phased out, Bill's Ds have slid way down the rankings. I'm not sure who drafted Brady, but he's been the reason they've been successful - and that was a shot in the dark.
Really the only time a coach-GM has been successful in recent history has been Parcells; he built Dallas back into a contender (window has shut, thankfully), he set up New England for their current success.
I think Danny should have taken dump trucks full of money and driven to Ozzie Newsome's house and just started unloading onto his lawn until he agreed to come to Washington.
