All of that is true, but the two problems are:If you are willing to give up that many picks for Tunsil then you need to be somewhat confident the player is basically sound physically and not dealing with any systematic injuries.
Lattimore is a bit of a different case based on his last pro bowl coming in 2022 and him arriving off the Saints injured list.
1) Injuries cannot be predicted exactly this way in all cases.
2) Attitudes can fluctuate. Tunsil seems like a guy who "may" start phoning it in if given a long-term contract based on some reports. Of course my confidence level in that statement is VERY low, and I don't mean to impugn him at all, but there were a couple of reports that suggested as much. Not all reports said he was some workhorse, early-in, early-out type. So maybe they do want him on shorter contracts until they have some personal comfort level developed. I don't know that I'd disagree with that thinking.
