Was he ordered to do so by the governor of Virginia who deployed him (and if so, was the governor under orders?) or did Washington just decide it seemed prudent to attack the Frenchies?

As for your question, Washington was a British subject at the time. If there was a Frenchie to shoot at, I'm sure he didn't miss the opportunity. Besides, the French were allied with various indian tribes, who were not very kind to white settlers.
