Since this is a rookie - and in recognition of the fairness that Goodell seeks (HA!) - this shouldn't be allowed to stand. Players could claim to be interested in another sport, then have a change of heart and sign with any team they prefer. It would increase the likelihood of "wink and nod" agreements.
Treat these situations the same as the waiver process and give teams with the worst records from the previous year an oppoartunity to put in a claim. The players would receive the standard UDFA contract and nothing more. Yes, the Redskins would come up short by this measure too, but the playoff teams from the previous season would not have such easy access.
