Could they be investigating a structure where Peters is Head of Football Ops and Cunningham is GM with both he and the HC reporting to Peters?

It clearly was worked about Before Bill announced his resignation.
I don't really understand the move to make an internal hire if you felt you had no choice but to hire a legend like Bill. I don't think Mayo was on anyone's radar. He wasn't about to get poached.
