It was every GM....not just Scot. I understand that.
But what was the risk? He's a scumbag? Then cut him and waste your 7th round pick. A 7th rounder usually won't even make the team.
No, the team would continue to own his rights if he was selected.
He would not have gone into next year as a free agent, able to sign with any team.

The pick would have been wasted period, it was put out there that he would not sign for anything less than 3rd round.
I think as with any large company there are private directives that wouldn't pass the smell test if revealed in public. I think it's quite possible the league front office quietly said 'let's wait and see how this pans out (in the interests of the league)'
