They celebrate every year partly because they don't have anything else to celebrate. To be fair, many of us hold on to the Glory Years for similar reasons. I remember when Gibbs came back the second time, he didn't want to talk about the glory years because he wanted the team to focus on the present. We fans get to do both. We get to revel in memory and rejoice or bemoan in the future we foresee.
In any case, under no metric was 1991 ruinous. For those old enough to experience it, it was the best football moment of our fandom. From start to finish, it was magnificent. Even the loss is part of that season's greatness because it reminds us just how hard it is to do what the Redskins did. They didn't dominate in a down year. They took on and took down so many great teams. It was the climax of an era. It was the year everything clicked and the final hurrah for many of our childhood heroes.
