I have no reason to believe that Harris & Co will not spend. The main problem currently is that Washington is 3 good drafts or so behind Philadelphia in roster construction.
I think ownership will be willing to spend too, but its not a given. The cap is 272 million. If you want to play the game of pushing money forward you have to be willing to spend a lot of cash. Lets say you spend 305 million. So you actually pay 33 million more in a year than the cap in the given year and that is going to make you books look worse in the short term and hurt the short term ROI. But the main way to push money forward is to pay a lot of it as either a signing bonus or option bonus so that money hits the cap over the course of the contract and that involves spending more actual money than the salary cap.
