I think the balance aspect to that rule will be a forced compliance by the offense. The rule was absolutely put in place due to offensive coaches sprinting players on and off to create the mismatch and then also have a shot at getting the defense with too many players on the field. Since teams will find a way to skirt the rule and still cause the penalty, the NFL basically said, this is our line and if you want to cross it, there is a consequence. Its why the officials also have the ability to kill a play if they feel that the offense got to much of an advantage on the scenario. I think the rule needs to be a bit more defined/structured but I love the idea if the offense is going to push the envelope with this tactic, then a TO or a slow moving defense becomes the consequence.
