Im inclined to think its the former and therefore you could challenge the spot but honestly i dont know.

Where they spot it.

It looks like he was probably short but I can remember watching 100000 games where they allow the runner to fall forward and just spot it for a first, no measurement, no stopping the game. But it's KC.
