Keim earlier in the week talked about not properly utilizing the talent on the roster (players on O can't get hot because they're rotated in and out; and defensive players, besides scheme issues, not getting enough consistent time on the field). After Sainristil is put in as a punt returner and immediately fumbles, Keim tweeted: "Of course".

The kid practices this during the week, but today wasn't the day for this experiment, certainly not 4th quarter with game on the line.

That's a clear take the FG situation. 13-13, so it's not like your O has been hitting paydirt today. The risk of not making it, and the resultant situation, vs the alternatives? I don't see that as a go-for-it at all.
 
A miss from Gay would be the iconic way to lose this. Hope not
