I thought it was against league rules and punishable by fines and loosing draft picks.
 
Everything I read said that Jerry met with Micah directly and came up with numbers they both liked on term and dollar. The "details" are up to Stephen Jones + Micah's agent, so they are not saying any deal is imminent. The contract is not written or agreed upon, they just feel that they know that the key people (Jerry+Micah) have a mutual understanding on two of the meatiest portions of the agreement.

Yes, nothing remotely ‘illegal’ about it. Agents understandably aren’t fans of it but they’ll get over it.
 
Yeah, there are several players who serve as their own agents so this couldn't be "illegal." It could, however be, a man who hires himself as his own lawyer has a fool for a client.
 
Clubs are reminded that, under Article 48 of the NFL Collective Bargaining Agreement, an Offer Sheet, which may result in an NFL Player Contract, may only be negotiated with the player, if he is acting on his own behalf, or with the player's NFLPA certified agent. To be clear, Mr. Jackson is not currently represented by an NFLPA certified agent.
"Violation of this rule may result in disapproval of any Offer Sheet or resulting Player Contract entered into by Mr. Jackson and the new Club."

Gotcha. The last sentence doesn’t appear to apply then. I’m curious as to why it was included.
