The problem with it is - it's very subjective. The line between a regular 'celebration' and someone actually intending to shove it in the face of an opponent is very blurry, and mostly up to the official's interpretation.

I'm all for sportsmanship, but it's a very ill-defined rule. When one of our guys does something innocuous and gets flagged for it, we won't cheer for it.
