I understand the referee holding up play during hurry up. It’s because the offense changed personnel and the defense has the right to also substitute to match. If the offense keeps the same personnel on the field it doesn’t happen.

What I don’t understand is why in that situation does the play clock continue to roll? I remember 1 play this season where we got a delay of game penalty because of that.
