The Broncos signed T.J. Ward as a free agent and got Rahim Moore back from a season-ending injury, which left them without any space on their roster for safety Duke Ihenacho even though Ihenacho started 14 regular season games and all three playoff contests for the AFC champions last season.

Folks, I could speculate all day why Seastrunk wasn’t on PS list. All I know is that there are no reports that he’s signed anywhere. In play.

why was he waived?

From what I've been able to find, after the Broncos signed T.J. Ward, he became "expendable" according to John Keim , also his coverage effectiveness is reported to have declined in the latter part of the season-this from NFL writer Chris Wesseling.
