    I feel like there's a miscommunication here. "suspension of non-violent arrests" means they temporarily will not arrest or charge people if what they are committing is non-violent. That is basically the opposite of "only" arresting for non-violence.

    I think it's the other way around. Rather than "only" non-violent crimes, it appears they're avoiding non-violent crimes. It makes more sense that way, too.
