Uh ... not exactly.

The US didn't want him released at all, but if the Scots insisted on it, they would rather he stay in Scotland under house arrest than be transfered to a Libyan prison.

That's what your link says, anyway.

hey...maybe the Obama admin will allow the Lockerbie Bomber a humanitarian pass/visa to visit the Ground Zero mosque when its completed! afterall....9/11 was ultimately caused by our foreign policies, our cultural arrogance and our corrupt political system.
