Proposed new 'simplified' catch rules for 2018... Clearer or not?

From the article:
1. Control of the ball.
2. Two feet down or another body part.
3. A football move such as:
» A third step;
» Reaching/extending for the line-to-gain;
» Or the ability to perform such an act.

So, I still see some points of confusion to me.

a> 'control of the ball.' As defined as... what? It seems to me that if a guy catches the ball, gets 2 feet down or other body part (as in step 2), he has control of it. Maybe it bobbles a bit here and there but if it doesn't pop out and hit the ground before the receiver hit's the ground, it's control. Or maybe not, maybe it's something else.

b> '...Or the ability to perform such an act.' (from previous 'Reaching/extending for the line-to-gain'). Sorry, I got nothing on this...
